One of the problems in "shopping" for a web designer is the difficulty in knowing what encompasses "web design" — let alone whether the web designers or web design companies you're talking to can produce a website that will fulfill your goals.

If this is you, you're right. Web design studios are not all the same. And "web design" technically means only the ability to build a website. It doesn't imply the ability to market, to sell, to communicate well or the ability to create a website that will show up well in the search engines. It doesn't even imply the ability to design well, or build a website properly.
